Legalization & Regulation
Skill gaming machines will be permitted under a formal regulatory framework overseen initially by the VA ABC Authority and ultimately the Virginia Lottery. 

Licensing Requirements
The law establishes licensing requirements for:

  • Distributors
  • Operators
  • Establishments hosting machines must have an Alcohol License.

Tax Structure
A 25% tax on gross profits from skill gaming machines will be implemented, with revenue supporting statewide initiatives, including education funding. 

Statewide Cap on Machines
The total number of machines is limited to approximately 35,000 units statewide

Location Guidelines
Skill games will be allowed in approved businesses such as:

  • Convenience stores
  • Restaurants and bars
  • Truck stops and similar establishments

Compliance & Enforcement
The law includes inspection requirements, regulatory oversight, and penalties for non-compliance. 

Operational Restrictions
Certain limitations apply, including proximity restrictions near casinos and prohibitions in specific locations like schools.
